Abstract

This article aims to examine critically the discourses of global democracy, that is, with the discourses concerned with the necessity and the feasibility of developing global democracy. In an age of globalization, democracy on a national basis is still of importance and should be continued without interruption. But at the same time an understanding of democracy on a global basis, that is global democracy, and of the means by which it might be advanced are vital. Nevertheless, the current understanding of global democracy, and the discourse concerning it, are too poor to place it firmly on the agenda. This article is an attempt to explore the theoretical basis on which global democracy might be founded, by taking a critical view of the discourses of global democracy. To this end, I intend to analyze two discourses of global democracy: the liberal approach, and the radical approach. Both approaches emphasize that, given globalization has changed the world order, the democratic process and the institutionalization of global governance are needed. But the two approaches provide different resolutions over how they should make it work. While the liberal approach argues for the evolutionary reform of international institutions or global governance, the radical approach aims to fully reconstruct them. By examining these discourses critically to see how reliably they deal with the issue of global democracy, this article intends to provide an opportunity with which to deepen and extend the theoretical prospect of global democracy.
