글로벌 기후 위기 대응 중 에너지 매트릭스 전환은 각국의 정치경제 및 산업구조부터 사람들의 일상생활 방식까지 광범위하고 포괄적인 전환을 의미한다. 최근의논의는 이 과정에서 발생할 수 있는 다양한 사회계층의 취약성을 고려하여 정의로운 전환을 담보해야 한다는 논의가 증가하고 있다. 하지만, 현재의 정의로운 전환 논의가 전통적으로 원자재 산업과 같은 추출산업을 정치경제 발전의 주축으로 삼고 있으면서, 동시에 신기후 체제에서 에너지 매트릭스 전환과정에 새롭게 참여하는 라틴아메리카 국가와 같은 글로벌 남반구 국가들에게도 유효한가에 대해서는 여전히 의문이 제기된다. 이러한 배경에서 본 연구의 목적은 글로벌 기후 위기 대응과 관련된 에너지 매트릭스의 전환 과정에서 제기된 정의로운 전환 논의가 글로벌 남반구의 정의로운 전환을 포괄하고 있지 못하고 있음을 인식하고, 이를 아르헨티나의 대두 기반 바이오 디젤 사례를 통해 분석하는 것이다. 이를 통해 본 연구는 현재의 정의로운 전환의 논의가 국가 내부의 정치 사회적 정당성을 담보하기 위한 국가별 논의에 제한되었기 때문에 글로벌 차원에서의 정의로운 전환을 보장하기가 어려울 수 있다고 주장한다.
Abstract
Recent discussions on global climate crisis and energy matrix change have increasingly focused on the need to ensure a just transition. However, there are still questions about whether the current just transition argument is valid for countries in the Global South, such as Latin American countries, which have traditionally relied on extractive industries as the mainstay of political and economic development, while at the same time being new in the new climate regime. Against this backdrop, the purpose of this study is to recognise that the just transition discussions raised in the process of energy matrix transition are not encompassing the just transition in the Global South, and to analyse this through the case of soybean-based biodiesel in Argentina. In doing so, this study argues that it may be difficult to ensure a just transition at the global level because the current discussion of a just transition has been limited to country-by-country discussions to ensure political and social legitimacy within countries.
