지속가능발전목표 관점에서 본 북한교육: 북한개발협력에 주는 시사점

이 논문은 현재 북한교육을 지속가능발전목표의 관점에서 진단하고, 이를 토대로 향후 북한의 지속가능발전을 위한 교육 분야 협력 방안을 모색하는데 목적이 있다. 지속가능발전목표에서 교육(SDG4)은 전 교육단계에서의 교육기회 보장을 근간으로 하고, 형평성 제고와 교육의 질 향상을 주요한 목표로 제시하고 있다. 이러한 특징은 곧 북한의 교육 현황과 쟁점을 진단하는 준거로 활용할 수 있다. 가용한 통계 자료를 통해 살펴본 북한의 교육은 기회 보장이라는 측면에서 영유아교육과 초중등교육 취학을 제도적으로 보장하고 있으며, 실제로도 높은 취학률을 보이고 있다. 또한 교사 1인당 학생수나 문해율, 읽기 능력 등 교육여건과 학습성과도 다른 개도국에 비해 상대적으로 높은 수준에 있다. 북한은 이미 해방 직후부터 교육기회를 제도적으로 보장해왔으며, 초중등 교육과정도 사회 변화에 대응하기 위해 노력하고 있다. 따라서 북한의 입장에서 유초중등교육 기회 보장은 시급한 정책 과제도 아니고, 오히려 대외적으로도 내세울 만한 자랑스러운 성과이다. 그렇기 때문에, 북한의 지속가능발전을 위한 교육 분야 개발협력도 기회 보장보다는 교육의 질 향상에 초점을 맞출 필요가 있다.
Abstract
This study aims to review the current states and issues of education in North Korea from the perspective of the Sustainable Development Goals, and to provide policy implication for further cooperation in the education sector. In the SDG4 is based on ensuring the educational opportunities at all level of education, and emphasize improving the quality of education. Using the available SDG4 data, North Korea has ensured the educational opportunity from early childhood education to upper secondary education, and shows high enrollment rates. In addition, educational conditions and learning outcomes, such as students-teacher ratio, literacy rate, and reading ability, are relatively high compared to other developing countries. Expanding and ensuring the opportunity of primary and secondary education is not an urgent issue, but rather a proud achievement for North Korea. Therefore, it is necessary to focus on improving the quality of education rather than expanding the educational opportunities for North Korea's sustainable development.
