· 연구 주제: 본 연구의 목적은 영국 학교시민교육의 변화와 실제를 탐구하고 이를 바탕으로 한국의 학교시민교육이 나아가야 할 방향을 제시하는데 있다. · 연구 배경: 22년 동안 이루어진 영국 학교시민교육의 시행과 변화는 이제 막 시작한, 그리고 곧바로 ‘위기’에 처한 한국 학교시민교육에 중요한 시사점을 제공한다. 더불어 영국 학교시민교육의 현실을 보다 구체적으로 파악할 수 있는 보고서가 2018년에 발표된 것 역시 이 연구의 직접적 계기가 되었다. · 선행연구와의 차이점: 영국 시민교육 교과서 및 영국 상원(위원회)의 보고서를 주요 연구대상으로 삼음으로써 기존 연구와 다르게 영국 학교시민교육의 제도나 변화를 보다 구체적이고 비판적으로 살펴볼 수 있다. · 연구방법: 문헌연구 및 사례분석· 연구결과: 영국 학교시민교육은 2000년 중반 이후 내용적으로는 ‘정치적 문해력’에서 ‘영국적 가치’로 그 강조점이 옮겨졌으며, 2010년 보수당 정부 등장 이후에는 시민교육의 위상에 있어 지속적인 위기를 겪었다. 시민교육 교과서 내용 및 구성 역시 이러한 변화를 고스란히 반영하고 있음을 확인하였고, 영국 상원(위원회)의 보고서를 통해 ‘시민교육의 인성교육화’, ‘교원의 자신감과 전문성 부족’ 등과 같은 실질적 문제가 있음을 확인하였다. · 공헌점 및 기대효과: 정치적 상황 변화에 따른 시민교육의 내용과 위상 변화가 컸던 영국 사례를 돌아보며 ‘안정적’, ‘중립적’ 시민교육 운영을 위한 구체적 방안을 제시하였다.
Abstract
· Research topics: This study aims to explore the reality and change of citizenship education in England and its implications for Korean citizenship education. · Research background: Having a close look at more than 20 years experience of English citizenship education will give us many insights. · Differences from prior research: By using citizenship textbooks and government documents, this study is able to examine the reality of citizenship education in England more specifically and critically than existing studies. · Research method: Literature Review and Case Study · Research results: This study shows that the emphasis of English citizenship education has shifted from enhancing ‘political literacy’ to learning about ‘British values’. Also, citizenship education in England has been debased by the conservative government since 2010. · Contribution points and expected effects: This study suggests concrete measures for ‘stable’ and ‘neutral’ citizenship education.
