이 논문은 공교육 제도 안에서 실시되고 있는 영국의 시민교육 제도화 배경과 시민교육의 내용 그리고 시민교육의 성과를 고찰함으로써 한국사회가 얻을 수 있는 시사점을 도출하고자 하였다. 영국은 세계에서 가장 오래된 민주주의 전통을 지니고 있는 나라이지만 시민교육을 체계화하고 학교 내에 제도화 하려는 시도는 21세기가 되어서야 이루어졌다. 다문화 사회로의 전환과 청소년 문제의 증가로 인한 사회 문제들을 극복하고 전 국민의 사회참여를 이끌어내고 통합을 이룰 수 있는 방편의 하나로 시민교육이 등장하였다. 국가교육과정 내 시민교육의 목적은 청소년들이 공적인 삶에서 시민의 한사람으로서 역할을 수행하기 위한 지식, 기술과 이해를 갖추도록 돕는 것이다. 시민성 함양과 참여 민주주의의 구현을 위한 지식과 기술을 학습하며, 권리와 의무, 책임을 깨달아 능동적인 시민(active citizen)으로서의 삶을 실천하게 하는 것이다. 영국의 시민교육은 그 자체로 하나의 독립적인 교과로서 운영되면서 동시에 다른 교과목 속에서 시민교육의 내용을 적극적으로 통합하고 있다. 이와 함께 시민교육은 단지 수업에만 국한되는 것이 아니라 학교문화에 영향을 끼치며, 지역사회와도 적극적인 연계를 맺는다. 시민교육의 제도화 이후 전반적으로 청소년들은 시민교육을 통해서 공동체, 지속가능성, 글로벌 연계와 인권에 대한이해가 증가되었다.
Abstract
This research attempted to derive implications that Korean society can obtain by examining the background of England’s institutionalizing citizenship education enforced within the public education system, the content of citizenship education, and the result of citizenship education. England is a country that has the longest tradition of democracy in the world but actually it was not before the 1990s that it increased its interest in full-scale arguments over citizenship education. Also, it was in the 21st century that it attempted to systematize and institutionalize citizenship education in schools. Citizenship education appeared as the means to lead the people to social participation and integration by overcoming social problems caused by the country’s conversion into multicultural society and increase in the problems of young people. The purpose of citizenship education within national curriculum is to help equip young people with knowledge, skills and understanding that are needed to perform their roles in a civil capacity. It is to enable them to learn knowledge and skills needed to materialize the enhancement of citizenship and participatory democracy and to practice life as active citizens realizing their rights, duties and responsibilities. England's citizenship education is operated as an independent curriculum in itself and, at the same time, actively integrates the contents of citizenship education into other curriculums. Furthermore, citizenship education is not only limited to classes but also exerts influence on school culture, being connected with communities. After citizenship education has been institutionalized, young people’s understanding of communities, sustainability, global connections and human rights has increased through citizenship education.
