대학의 재정지원사업 선정에 따른 대학 성과 및 여건추이 분석

이 연구는 2008년부터 2017년까지 10년 간 재정지원사업 선정 유무와 횟수에 따른 집단간 대학 성과 및 여건 추이를 분석하고자 하였다. 연구 결과 및 논의를 토대로 한 결론은 다음과 같다. 첫째, 재정지원사업의 선정 유무에 따른 추이를 보면, 재학생 충원율, 전임교원 확보율, 학생 1인당 교육비는 두 집단 모두 꾸준히 증가하였으며, 선정집단이 미선정집단보다 높았다. 둘째, 재정지원사업의 선정 회수에 따른 추이를 보면, 재학생 충원율, 전임교원 확보율, 학생 1인당 교육비 모두 재정지원사업 선정회수가 많을수록 높게 나타났다. 중도탈락률은 선정회수가 적을수록 높게 나타나는 경향을 뚜렷이 보여주었다. 셋째, 재정지원사업의 선정 유무와 선정 회수에 따른 집단간 추이를 분석한 결과, 결국 재정지원사업에 선정되지 않은 대학보다는 선정대학이, 재정지원사업에 많이 선정된 대학일수록 대학성과가 긍정적인 것으로 나타났다. 대학은 단순히 재정지원사업에 선정되기 위해 일시적인 투자를 하기 보다는 장기적으로보았을 때 전체적으로 대학성과의 질적 향상을 위해 전략적으로 접근할 필요가 있다. 재정지원사업을 통해 대학성과의 향상, 학생의 교육역량을 강화시킨 타 학교의 제도, 프로그램, 우수사례 등을 적극적으로 벤치마킹하여 각자의 대학 특성에 맞게 접목시켜야 할 것이다.
Abstract
This paper is to analyze the trends of university outcomes and conditions causedby the financial support projects in accordance to whether it was selected and howmany times it was selected. The subjects of the study were the four-year universities. Based on the study, the conclusion is as follow:First, according to the trend of the selection of financial support projects, the rateof enrollment, the rate of full-time faculty members, and the cost of education perstudent increased steadily in both groups, and the selected group was higher than theunselected group. Second, according to the number of financial support projects selected, the higherthe number of financial support projects selected, the higher the student recruitmentrate, the full-time teacher securing rate, and the higher the education cost per student. The smaller the number of financial support selections, the higher the dropout rate. Third, an analysis of the group's trends based on the number of times andwhether or not financial support projects were selected showed that the selecteduniversities were more positive than those that were not selected for financial supportprojects and those that were selected for financial support projects. Universities need to take a strategic approach to improving the overall quality ofuniversity performance in the long run rather than making temporary investments simply tobe selected for financial support projects. Through financial support projects, the governmentshould actively benchmark systems, programs, and best practices of other schools thatenhance students' educational capabilities and improve their university performance.
