Abstract
With the outbreak of the Ukraine war in 2022, the West imposed extensive sanctions on Russia. These measures targeted not only military equipment but also dual-use goods, which can be repurposed for military objectives, in an effort to curb Russia’s war-making capabilities. Despite these sanctions, many restricted items have been identified in the conflict zones, raising questions about the effectiveness of such sanctions against Russia. Unlike existing studies that analyze the efficacy of sanctions on Russia, this study examines Russia’s counterstrategies to circumvent sanctions and secure dual-use goods. The findings reveal that Russia has employed various strategies, including the introduction of a parallel import system, import diversions through third countries, and shifts in its primary trading partners. This study contributes to the discourse by highlighting not only Russia’s strategies to respond to sanctions but also the structural limitations of existing export control mechanisms such as the Wassenaar Arrangement.
