본 연구에서는 2014년부터 2022년 동안 38개 EU 및 비EU 국가로부터 무역제재를 부과 받은 러시아를 대상으로 대러시아 무역제재가 제재에 참여한 제재부과국과 러시아간의 교역에 미치는 영향을 실증 분석한다. 무역제재에 대한 정보를 포괄적으로 제공하는 Global Sanctions Database 자료를 활용하여 실증 분석한 결과 대러시아 무역제재는 제재 기간 동안 제재부과국의 러시아로의 수출을 감소시키는 반면 러시아로부터의수입은 증가하는 상이한 효과가 있는 것으로 나타났다. 동일 기간 동안 제3국으로의무역전환 효과를 분석한 결과 대러시아 무역제재는 제재부과국의 제3국으로의 무역전환에 부정적인 영향을 미치는 것으로 나타났다. 본 연구의 결과는 최근 우크라이나 침공으로 인해 러시아를 대상으로 이행되고 있는 무역제재가 제재부과국의 교역에 있어서 제재의 목표와 다른 효과를 나타낼 수 있다는 것을 시사한다.
Abstract
This study estimates the impact of trade sanctions against Russia between 2014 and 2022 on bilateral trade between sanctioning states and Russia. Exploiting Global Sanctions Database that provides comprehensive information on trade sanctions between individual sanctioning state and sanctioned state, we find that trade sanctions against Russia have differential effects on bilateral trade such that sanctioning state’s exports to Russia decrease, whereas its imports from Russia increase, during the sanctioning periods. Exploring the trade deflection effects of trade sanctions, we find that trade sanctions against Russia have negative effects on sanctioning state’s trade deflection to other third countries during the corresponding periods. Our results provide implications on the trade effects of recent trade sanctions against Russia initiated from the Russia-Ukraine war.
