Abstract
Russian nation-civilization theory emerged amid criticism of the Western liberal international order and has been gradually institutionalized in the policy documents, educational and cultural policies, and foreign policy of the Vladimir Putin administration. This paper examines both positive discussions by Russian scholars and critical analyses from Western academia, demonstrating that this concept is not merely political and diplomatic rhetoric, but rather functions as a pillar of Russian national identity and social institutions. To this end, this paper analyzes how the discourse of nation-civilization theory has established a legal basis for institutionalization in various areas of social policy in Russia since Putin's rise to power. In particular, it examines civilizational elements reflected in education, culture, religion, and youth policies. Examining official policy and strategy documents, educational and cultural policies, laws, textbooks and teacher's guides, and youth movement and program documents, it reveals that nation-civilization theory has been institutionalized as a tool for national identity reproduction and social integration, manifested through the emphasis on traditional values, the expansion of patriotic education, and ties to the Orthodox Church. This study illuminates the institutional mechanisms of Russian social policy and offers key implications for Korean academia and policymakers.
