환경운동은 세계시민사회의 성장 과정에서 어떤 역할을 담당하는가 ? 환경운동이 위축되면 세계시민사회의 성장은 어떻게 되는가 ? 국가는 환경운동과 세계시민사회에 대응할 능력이 충분히 있는가 ? 국가 차원의 시민사회와 초국가 차원의 시민사회는 어떻게 연계되는가 ?환경운동은 환경 문제 영역에서 다양한 역할을 수행하면서 여타 환경 행위주체들의 활동에 대응해 왔다. 환경운동은 이에 힘입어 국가에 대한 독자성과 도덕적 우월성을 확보했고 그 의제는 초국가적인 것이었기 때문에 세계시민사회의 성장을 촉진할 수 있었다. 세계시민사회의 성장에 영향을 미치는 환경운동의 역할 중에서 네트워크와 거버넌스 구축, 그리고 병행회의의 개최가 중요하다.
Abstract
While nation-state increasingly struggle with new politics, which moves within and beyond national borders, other actors like multinational corporations have flourished. Environmental movements are moving through transnational boundaries. Environmental movements previously seen as outsiders have become institutionalized in national and international policy making process. Environmental movement is the most comprehensive and influential movement of our time. But, given the unevenness, differences, power relations between them and nation-state, we are cautious about the use of the term 'global civil society' to describe the transnational networks developed by environmental movements.
