Abstract

Since 1970s the capitalism have experienced structural crisis at the global level caused by the long-term decrease of the rate of profits. Though, to respond to it, the neo-liberal system grounded in globalization of financial capital emerged, it failed to solve the problem of structural crisis, and rather have deepened the instability of world economy and the structural crisis. By the recent case of Subprime mortgage default crisis, it can be predicted that there will be a serious of simultaneous economic recessions all over the world in near future. Capitalism in South Korea had began to experience low rate of growth since around 1980; and, more significantly, after the IMF crisis caused by overaccumulation and the fall of profit rate have suffer from structural crisis. Although two consecutive liberal governments (Kim Dae-Jung and Ryo Moo-Hyun governments) publicly promised to break through this crisis, their package of neo-liberal policies failed to encounter the problem of low growth. Even further, they worsened instability of economy and widened a gap between the rich and the poor. Despite the sign of economic recovery, it was a growth without making jobs, which meant the rapid rise of proportion of unstable(part-time and temporary) jobs. It is very easy to predict that there have been of drains of national wealth and well-educated labour forces to other countries. Altogether these have been destructive impacts on Korean society. It is obvious that incoming Lee Myung-Bak government that elected thanks to the total failure of liberal factions in the 17th presidential election will continue a package of neo-liberal policies by more strongly advocating the interests of both domestic and foreign transnational capitals. From this position, the incoming government have no option except for repressing social movements including workers’ movement through ideological and material offence. Considering the domestic and international conditions such as, social movements in South Korea must take responsibility for: firstly, taking a long-term historical task of coping with the crisis of world capitalism and of forming of new agents of social transformation; secondly, gathering social forces beyond factional differences for anti-neo-liberal struggles at a local and national level in terms of forming new agents of social transformation; thirdly, achieving a unity of political and social forces in terms of class struggle and strengthening the capacities of grass-roots movements through by innovating the established workers’ movement.
