신자유주의 금융위기와 주기적 공황: 2007/2009년 위기의 성격과 전망

미국 주택가격의 폭락과 부동산 담보대출의 부실화에서 촉발된 이번 위기는 한편에서 2001년 미국공황으로부터 시작한 산업순환의 파국적 종말과, 다른 한편에서 신자유주의의 위기작동 메커니즘에서 전개된 금융위기가 결합된 것으로서 중층적 성격을 갖는다. 뿐만 아니라 위기의 중심 측면은 순환적으로 반복하는 것으로서의 주기적 공황이 아니라 신자유주의의 파국적 위기에 있고, 따라서 이 위기를 통해 신자유주의의 위기를 극복할 수 있는가 하는 문제가 목하 위기논쟁의 핵심을 이룬다. 국가의 금융안정화 프로그램은 공적자금의 투입을 통해 금융자산가의 손실을 대중들에 전가함으로써 금융자본의 지배를 다시 회복한다는 이른바 손실의 사회화를 핵심으로 하고 있고, 이런 점에서 신자유주의의 재편을 시도하는 것이다. 따라서 현 위기의 심대함에도 불구하고 신자유주의의 위기는 신자유주의의 종말이나 심지어 자본주의의 전면적 붕괴로 이어지지 않고, 다만 신자유주의의 변형을 가져올 것으로 보인다. 한편에서 확장정책에 입각한 단기안정화 정책과, 다른 한편에서 은행사회화와 구조적 과잉자본 청산 그리고 근본적 금융개혁은 이에 대한 좌파적 대안의 핵심을 이룬다.
Abstract
The great crisis in 2007/2009 that was precipitated by the collapse of US housing bubbles is due to the interaction of two different kinds of crisis, namely, financial crisis endemic to neoniberal accumulation regime and periodic overproduction crisis. However, the core of this crisis, it is crucial to understand, resides in the neoliberal characteristic of financial crisis, so that debates among keynesians or marxists focus on the question whether this crisis would cause the end of neo-liberalism or even the breakdown of capitalism. But it seems to me that programs for financial stabilization of capitalist states which aim at the socialization of financial losses will lead to the reorganization of the neoliberal hegemony. So, the financial crash will repeat itself in the future.
