오늘날의 정보통신 산업은 기술 및 컨텐츠의 디지털화와 더불어 기술, 서비스, 산업의 융합화를 통한 혁신성을 추구하고 있다. 일한 시대적인 흐름에 따라 VoIP, ENUM, Internet 방송, WiBro, MNVO, DMB, HomeNetworking,4G, OGSI 등 그 영역이 모호한 융합기술들이 정보통신산업의 중요 이슈가 되고 있으며 이를 하나로 묶어주는 커다란 틀이 바로 유비쿼터스 기술 융합이다. 따라서 국가 전체의 IT 기술 경쟁력을 강화하고 수출을 확대하기 위해서는 새롭게 개척될 융합기술이 혁신과 발전을 할 수 있도록 국가가 새로운 진흥 및 규제정책을 통한 혁신 환경조성에 힘써야 한다. 본 논문에서는 현재와 미래의 유비쿼터스 기술 융합의 대표적 분야를 소개하고 기존 진흥 및 규제정책의 한계점을 기술한 후 융합 기술 정책에 적합한 레이어모델에 기반한 정책결정을 위한 동적 프레임워크를 소개하였으며 이를 바탕으로 유비쿼터스 융합기술 하에서의 미래의 정책방향을 제안한다.
Abstract
Nowadays, Information & Technology (IT) Industry persuits not only digitization of technology and contentsbut also innovation through the convergence of technology, service, and industry. By these flows of the times,VoIP, ENUM, Internet Broadcasting, WiBro, MNVO, DNB, Home-Networking, 4G, OGSI etc. are becoming the main issues of IT Industry and it is a Ubiquitous technological convergence that tie uo these issues. Hence Government has to try to make a surroundings of innovation to enforce national tech. competitive power and increase the amount of export. In this paper, firstly, major kinds of technological convergence in now and future are introduced. Secondly, the limitations of present promotion and regulation policies are stated. Lastly, Dynamic framework for policy directions are proposed in Ubiquitous convergence technology.
