논문은 최근 유·무선통합에 대한 논의가 제기되고 있는 상황에서 유·무선통합에 대한 속성 파악과 유·무선통합추세에 따른 주파수 관리정책의 변화방향을 살펴본다. 특히, 유·무선통합추세에 따라 주파수가 왜 중요한 것이며 주파수의 회수 및 재배치, 주파수 이용권 확대 등 주파수 이용의 유연성 확보가 왜 요구되는지 그리고 이를 위해서는 국내 주파수 관리정책이 어떻게 변화해 나가야 하는지를 제시해 본다.
Abstract
This paper will examine characteristics of convergence between fixed and wireless service and discuss the transition in the spectrum management policy as the convergence progresses. Especially, it will emphasize the importance of spectrum management in the process of the convergence and discuss the need for a flexible policy in the context of collection and reallocation of spectrum as well as the expansion in the usage of spectrum. It will further the discussion by proposing ways to update domestic spectrum management policy framework.
