유무선 융합 서비스 발전을 위한 정책 방향과 이슈 : 펨토셀을 중심으로

초록

통신시장의 경쟁 심화와 수익성 저하, 소비자 요구의 다양화와 통신비 부담 증가, 그리고 유무선 통신 기술의 발달은 유무선 융합 서비스 출현 및 발전을 촉진시키는 동인이 되고 있다. 유무선 융합 서비스의 발전은 다양한 정책 이슈들은 동반할 것이므로 유무선 융합 서비스의 활성화를 위해서는 이들 정책 이슈들을 점검하고 사전에 정비하여 정책위험을 최소화하는 노력이 선행되어야 한다. 따라서 현재의 규제 및 정책이 유무선 융합 서비스 개발을 저해하지 않는지, 기술 중립성을 유지하고 있는지를 짚어보는 등 발생 가능한 정책 이슈에 대한 다각적인 검토가 필요하다. 이에 본고는 최근 유무선 융합 분야에서 가장 주목 받는 기술로 떠오르고 있는 펨토셀을 중심으로 유무선 융합 서비스 발전에 따른 정책 이슈를 도출하고 개선 방향을 모색해 보고자 한다.

Abstract

Stronger competition, decreased profitability and diversified consumer demand in telecom markets, increased telecom bills and the advancement of wired and wireless telecommunications technologies are accelerating the emergence and development of fixed-mobile convergence (FMC) services. The development of FMC services is expected to accompany various policy issues. Therefore, there must be efforts to minimize potential policy-related risks by examining and preparing for the policy issues. In addition, it is needed to consider possible policy issues from a multi-sided perspective, for example by questioning whether current regulations and policy frameworks will not impede the development of FMC services or whether they are technology neutral. This paper aims to draw policy issues related with the development of FMC services and seek a way to prepare for the issues, with a focus on femtocells, which is rising as the darkhorse in the area of FMC.
