방송과 통신의 융합, 다양한 신규 디지털 서비스의 등장과 기술진보, 방송의 유료화 등 시장여건의 급격한 변화에 따라 국민의 최소한의 방송이용권이 침해될 수 있다는 우려가 제기되고 있다. 이에 따라 방송의 공공재적 성격을 의미 하는‘방송의 공익성’에 대한 대안으로 통신의 최소한의 이용권 개념인‘보편적 서비스(universal service)’를 도입하 려는 이슈가 새로운 쟁점이 되고 있다. 이에 본 논문에서는 방송의 보편적 서비스 도입에 관한 다양한 문헌연구를 바 탕으로 방송·통신의 융합 및 다매체 시대로의 환경 변화와 보편적 서비스와의 연관성을 살펴보고 방송에의 보편적 서 비스의 도입여건을 분석하고자 한다. 또한 방송의 보편적 서비스 도입을 위하여 선행되어야 할 현안과제를 식별하고, 융합 환경하에서 이의 제도화를 위한 정책대안을 제시하고 있다.
Abstract
Recently, there are a lot of challenges in the broadcasting sector such as convergence with telecommunications, digitalization and commercialization, which raise strong concerns about the validity of universal access to protect the consumers' right in broadcasting. In fact, several authors have argued that the concept and appropriate legitimation of universal service in telecommunications should be applied to the broadcasting industry. In this context, this paper reviews key issues in introducing a universal service into the broadcasting industry from the theoretical perspective as well as practical aspects. This paper covers the analysis on the validity and feasibility of introducing universal service and presents a detailed policy framework for implementation in the broadcasting sector by reflecting the level of convergence in broadcasting and telecommunication, digital divide, digitalization of broadcasting.
