본 논문에서는 통신시장에서의 융합현상을 기술적 측면에서 세 가지 단계로 구분하고 각 단계에서 나타날 수 있는 시장 특성에 대해 개략적으로 살펴본다. 아울러 현재 대표적인 융합서비스로 많은 관심을 받고 있는 WiBro 및 인터 넷 전화의 사례를 통하여 구체적으로 어떠한 규제 이슈들이 제기될 수 있을지를 분석하며, 이 중 시장획정과 시장지배 력 평가 및 상호접속 등의 두 가지 주요이슈들에 관하여 논의한다.
Abstract
We first defined and characterized three stages of convergence. Each stages sequentially emerge as thetechnological progress allows more complex forms of converged services. Moreover, we chose WiBro and Internet Telephony as two benchmark cases so as to analyze the market prospect and regulatory implication of convergence. We suggest the necessity and the general direction to regulatory reform, particularly in the areas of market definition, market power assessment and interconnection from the perspective of convergence and market evolution.
