Abstract
This paper explores the issue of Tibetan identity in China from the 1980s to the 2010s by introducing and analyzing a series of writings by Derong Tsering Döndrup, a grassroots official from Derong County in Garzê Prefecture, a Tibetan region of Sichuan Province. While the relationship between Tibetans and the Chinese state has often been framed through extreme and dramatic events, Tsering Döndrup offers a different perspective. As a member of China’s political system, he provided constructive critiques and proposed revisions to Tibet-related policies influenced by Han-centric ideologies. The 1980s, following China's Reform and Opening-up policy, marked a period when the government permitted some degree of Tibetan autonomy and cultural development. During this time, Tsering Döndrup published a pamphlet titled My Wish (≪我的心願≫), in which he challenged Han chauvinism and proposed a future direction for Tibetans—and minorities more broadly—within the framework of China's development. His work exemplifies how minority voices could express their perspectives without departing from the Communist Party's development model. In the 1990s, amid growing political tensions and stricter control over Tibet, Tsering Döndrup wrote and published A General History of the Tibetan People: The Auspicious Vase (≪藏族通史⋅吉祥寶瓶≫). This work highlighted a shared Tibetan development across administrative boundaries, reflecting a broader Tibetan historical consciousness. However, the Chinese government soon banned the book. The 2000s saw further tightening of control over Tibet, especially after the 2008 Lhasa unrest. In the subsequent time period, Tsering Döndrup published Unveiling the Origins of the Ancient Shu People (≪揭謎古蜀人的淵源≫) in 2010, a work that explored archaeology and the theory of multiple origins of Chinese civilization. He argued that Tibetan civilization held its own intrinsic value and even contributed to the development of the ancient Shu civilization. Through these works, Tsering Döndrup actively expressed the Tibetan perspective on ethnic relations within the Chinese system, not as a passive recipient of Chinese identity, but as an active participant in shaping it.
