교육기관 중심의 웹기반교육 질 관리 방안 탐색

본 연구에서는 웹기반교육의 가장 핵심적인 질 관리 주체로 교육기관을 상정하고 교육기관을 중심으로 한 웹기반교육의 질 관리 방안을 탐색하였다. 이를 위해 웹기반교육의 특성을 교육서비스 일반의 특성과 웹기반교육 고유의 특징으로 나누어 살펴보았으며, 이러한 특징에 기초하여 웹기반교육의 교육요소를 추출하고 이를 지원하기 위한 교육기관의 체제요소를 분류하였다. 이에 따라 웹기반교육 서비스의 질 개선을 위해 조직 내․외부의 요소들을 효율적으로 활용하기 위한 방안으로서 교육기관의 조직 운영 전략과 원리, 질 관리 절차, 질 평가 준거 등을 차례로 살펴보았다. 그 결과 질 관리란 수업을 중심으로 한 모든 교육 서비스에서 일정 수준 이상의 질을 달성하기 위한 교육기관의 운영원리로서, 질 관리 전략은 크게 다음 세 가지 영역으로 제시되었다.: 1) 교수자료 개발, 2) 기타 학습자지원 서비스체제 개발, 그리고 3) 인적서비스 제공 영역. 그리고 질 관리 절차는 질 관리 계획단계, 교수자료 및 웹체제 개발 단계, 교육을 실행하고 평가하는 관리 단계의 순환모형으로 정리되었다. 끝으로, 질 관리의 평가준거는 웹기반교육체제의 구성요소를 구분하는 개념 틀인 교육 서비스 활동과 조직내부 활동에 대해 각각 웹기반교육의 질 준거와 조직관리의 질 준거로 나뉘어 제시되었다.
Abstract
The quality of education via Web depends, to a great extent, on the level of quality control system of the educational institution, such as universities. The purpose of this study was to identify the components of quality education and quality educational system, and to establish the quality management strategies and quality standards of the web-based educational system. The process of the study are as follows: First, the concept of quality management on this study was defined. Second, the characteristics of web-based education were identified. Third, the components of wed-based education system were described. Forth, the quality management strategies and quality standards were proposed. Therefore, the concept of quality management was defined as the activities of educational institution to improve the quality of web-based education. The components of web-based education were classified as educational -administrative components and system-human components, and presented by Matrix crossed with two types of component. And, the quality management strategies were proposed three part(① the development of web-based instuctional environment, ② the development of student-support system ③ the interactional service by all the personnel) and quality standards were classified with 9 phases of quality education standards and quality organizational standards(quality policy plan area and organization building and management area). Finally, the further study themes were suggested.
