본 연구는 사이버대학의 질적 제고를 위해 사이버대학의 교육의 질을 평가할 수 있는 질 관리 준거를 개발하여 구체적인 질 관리 가이드라인을 제공하는 목적을 가지고 있다. 이러닝, 사이버교육, 사이버대학 등 질 관리에 관한 14종의 선행연구를 종합하여 사이버대학 질 관리 준거의 초안을 도출하였고, 이를 검증하기 위해 전문가 4명의 타당도 검증과 16개 사이버대학의 학생 1,741명 및 교직원 200명을 대상으로 질 관리 준거의 영역 및 하위 항목에 대한 중요도 분석을 실시하여 사이버대학 질 관리 준거를 제안하고자 한다. 검증 결과로 사이버대학 질 관리 준거는 크게 교육체제, 물적체제, 인적체제, 조직체제로 구분하며 총 34개의 하위 항목을 포함하고 있다. 첫째, 교육체제는 실질적으로 교육이 발생하는 과정과 결과에 관한 영역으로 교육과정, 콘텐츠 개발, 수업운영, 평가관리가 있다. 둘째, 물적체제는 사이버대학을 운영하는데 필요한 물적인 요소로 교사, 시설 및 설비, 시스템이 있다. 셋째, 인적체제는 사이버대학을 운영하는 주체에 관한 영역으로 학생, 교원, 직원이 있다. 넷째, 조직체제는 사이버대학을 운영하는 조직에 관한 영역으로 교육이념 및 교육목표, 대학비전 및 발전계획, 조직체계, 법제도가 있다. 사이버대학 질 관리 준거는 사이버 교수학습의 질적 제고를 위해 수반되는 여러 구성요소에 관한 모든 과정과 결과에 초점을 두어 사이버대학의 질을 향상하기 위한 표준이 될 수 있을 것이다.
Abstract
In this study, we developed quality management criteria of cyber university for quality excellence of cyber university. For this study, we reviewed and summarized the literature on 14 representative researches about quality of e-learning, distance learning, and cyber university. And we verified to 4 specialists this criteria, and analyzed importance of criteria elements by conducting the survey, including 1,741 enrolled students and 200 faculties and administrative staffs. The results of finding, we developed a type of quality management criteria for cyber universities that includes 4 elements: Software system, Hardware system, Humanware system, and Organization system with 14 items. First, the software system included curriculum, content development, classroom management, and evaluation management. Second, the hardware system included buildings, facilities and equipments, and system. Third, the humanware system included faculty, staff, and student. Finally, the organization system included educational philosophy and goals, organizational vision and development plans, organization system, and legal obedience. Based on the results, we expect that this quality management criteria will guide to improve the quality of cyber university. And we proposed in the cyber university quality management criteria to evaluate the cyber universities, reflected in the accreditation scheme and analysis.
