고등교육의 경제성장 효과에 근거한 고등교육재정 방향에 관한 연구

본 연구는 정부의 고등교육비 지출 증가가 경제성장에 미치는 영향을 분석하였다. 인적자본 형성은 경제성장률을 높이는 주요 요인으로 작동하며, 개발 초기 단계에서는 초등학교 취학률과 같이 하위 교육단계의 인적자본 형성이 장기적으로 경제성장을 하는데 중요한 요인으로 작동하는 반면, OECD와 같이 개발 수준이 상대적으로 높은 국가들의 경우는 고등교육에 해당하는 인적자본 형성이 국가의 경제성장과 관계가 있을 수 있다. 본 연구는 고등교육비의 부담 주체가 정부일 경우 효과적일 수 있다는 기존 연구에 주목하였고, 우리나라의 교육재정규모에 대한 정책방향성을 파악하기 위해 OECD 평균을 기준으로 구분한 그룹을 대상으로 회귀분석을 수행하였다. 회귀분석에서는 OECD 평균이상의 고등교육비 지출이 경제성장과 관계가 있는 것으로 분석되었다. 본 연구는 이를 근거로 우리나라 고등교육예산 수준을 OECD 평균수준까지 도달하기 위해 어떤 재정적 노력이 필요한지를 시뮬레이션을 수행하였다. 분석결과, 물가상승률 수준에 준하는 예산증액시 GDP 대비 정부의 고등교육비 비율은 지속적으로 감소할 것으로 추정되었으며, 평균 물가상승률과 교육비증가율을 반영하고, 추가적으로 평균 교육비증가율의 2~2.5배 이상 정부의 고등교육 투자의지가 있어야 OECD 평균 수준인 1.1%에 도달하는 것으로 분석되었다.
Abstract
Purpose: This paper analyze the correlation between public expenditure on higher education and economic growth. In developed OECD countries, the expenditure on higher education can lead to economic growth. The purpose of this study is to estimate the level of public expenditure on higher education needed for economic growth. Methodology: Using a panel data of 32 OECD countries over 1995-2013, we analyze the correlation between public expenditure on higher education and economic growth applying a fixed effect panel regression model and the system GMM. And we conduct simulations to reach the OECD average for Korea's public expenditure on higher education. Findings/ Results: In the regression results, we find that public expenditure on higher education above the OECD average is related to economic growth. We simulate simple policies for Korea's public education budget to reach the OECD average. In simulation results, we find that the budget increase rate should be 2 to 2.5 times the current budget increase rate along with the inflation rate level to reach the OECD average. Values: The study provides the educational authorities with direction of educational finance for economic growth.
