‘05년 도입된 인터넷 상호접속제도는 그간 국내 인터넷 시장 자체의 성장 발전을 유도한 것은 물론 ISP의 선택권확장, 사업자의 망구축 비용 절감 효과 등 산업발전 및 공정경쟁 환경 조성에 많은 기여를 하였다. 그러나 최근 CP,ISP는 물론 최종소비자에 이르기까지 인터넷 생태계를 구성하고 있는 시장참여자의 역할 변화, 사업자간 상호 대체 및경쟁 심화 등 시장환경이 변화하면서 현행 인터넷 상호접속제도에 대한 재검토가 필요한 시점이다. 이에 본 연구는 최근 일련의 인터넷 시장환경 변화 추이를 고찰하고 현재 국내 인터넷 상호접속제도의 문제점 검토를 통해 향후 바람직한 제도 개선을 위한 정책적 방안을 제시하고자 한다.
Abstract
The Internet ecosystem has changed dramatically since the institutionalization of Internet Interconnection 6years ago. Although there have been many heated discussion of usefulness of the regulatory intervention, the regulatory intervention of Internet interconnection has contributed to development of Internet industry and promotion of fair competition. In this paper, we briefly review the status of Internet interconnection regulation in Korea and the changes in the Internet ecosystem. In conclusion, We suggest the direction of regulation improvement for new Internet ecosystem.
