Abstract

The purpose of this study is to compare and analyze the academic administration and organization model of distance universities for enhancing the educational quality. The subject was 15 domestic distance universities and 4 foreign distance universities in the US and Australia. The data to compare was collected by questionnaire survey, interview, and document analysis. The criteria was classified as pedagogical objectives and mission, academic organization, instruction-learning support, student support and welfare service, educational evaluation, and faculty and support staffing. The analysis leads to the following conclusions. First, educational goals and missions should be established in the basis of the characteristics on distance education, and organizational structures, governance, programmatic emphases, and financial models should be compatible with the strategic goals. Second, to be successful and competitive, distance education will require a governance model with a level of dynamism and flexibility dramatically different from the traditional faculty governance model. Third, governance and organizational structures for attracting and retaining qualified teaching faculty and instructional support personnel are emphasized. Fourth, providing appropriate academic and student services to learners is a critical quality issue. Fifth, distance university develops the educational evaluation system including learning achievement and teaching/learning environment, which is suitable to the attributes of online systems. Sixth, a multitude of policy issues associated with distance education exists - ownership of intellectual property, workload, accessibility, appropriate use, conflict of interest, to name a few.
