미국, 호주, 캐나다의 중등 단계 원격교육 체제 비교 연구

이 연구는 최근 학교 현장에서 학생의 교과 선택권 보장을 위한 방안으로 원격교육에 대한 관심이 높아지고 있음에도 불구하고 원격교육 체제를 어떻게 설계하고 운영할 것인가에 대한 학술적, 정책적 논의가 부족하다는 점에 주목하고, 미국의 미네소타주, 호주의 뉴사우스웨일즈주, 캐나다의 브리티시컬럼비아주의 원격교육 체제 분석을 통해 우리에게 주는 시사점을 제시하고자 한다. 주요국의 원격교육 체제 분석 결과 크게 네 가지 특징을 도출하였다. 첫째, 각 국가에서 원격교육을 도입한 배경과 수업 운영 방식은 상이하지만 원격교육은 공립 또는 사립의 정규학교 형태로 운영되고 있다. 둘째, 원격교육기관(프로그램)의 교육과정은 정규학교와 동일하게 운영되고 있으며, 전일제 과정과 일반 학교에서 제공하기 어려운 희소 선택과목, 재이수과목 등 시간제 교육과정이 함께 제공되고 있다. 셋째, 교직원은 정규 교사 자격 및 관련 자격 요건을 갖춘 전임 교직원이 배치되어 학생 관리 및 학습지원을 담당하고 있다. 넷째, 학생의 교육과정 이수 기준 및 성적 산출 근거로 다양한 자료가 활용되고 있다. 이상의 분석 결과를 바탕으로 향후 우리나라 원격교육 체제 구축에 있어 전담기구 설립이 필요하다는 점, 다양한 원격교육 정책, 프로그램을 통합적으로 관리할 필요가 있다는 점, 원격교육을 전담할 전임 교원 확보를 통한 교사-학생 간 상호작용을 강화해야 한다는 점, 원격교육의 질 관리를 위한 최소 이수 기준 및 방법을 설정할 필요가 있다는 점 등을 제안하였다.
Abstract
Purpose: Despite an increasing interest in leading schools offering distance learning to provide students with a broader selection of subjects, there is a lack of academic and policy discussions on how to operate distance education systems. This study focuses on conducting a comparative analysis on distance education systems in the United States, Australia, and Canada for presenting implications. Approach: This study applies an international comparison methodology in conducting a comparative analysis of distance education systems in three countries – the U.S., Australia, and Canada. The comparative analysis focuses on key components of a distance education system such as the education institution, the status of the school and students, the organizational structure of the school, the education methods, and the standards for completion. Findings: The comparative study shows the following results: First, distance education institutions in this case operate as a form of public or private school in all three countries. Second, the curriculums offered at distance education institutions are the same as the ones of regular middle schools. The distance learning curriculum offers both full-time and part-time education. Third, distance education institutions have full-time teachers who are also qualified for regular middle schools. Fourth, these institutions refer to various materials for grading assignments and giving credit hours. Value: This study provides a foundation for developing solid education systems of distance learning offered to middle school students.
