국가인적자원개발 관점에서 볼 때 성인의 핵심역량의 소유여부는 매우 중요한 이슈이다. 따라서, 영국, 미국, 싱가폴 등의 선진국과 UNESCO, OECD 등의 국제기구에서는 다양한 방식으로 성인의 핵심능력에 대한 논의를 진행시키고 있다. 국내에서는 핵심능력을 문해력으로 접근하는 연구와 직업기초능력으로 접근하는 연구, 그리고 최근에 생애능력 혹은 생애기술로서 접근하는 연구가 진행되어 왔다. 강조점이 조금씩 다르기는 하나, 그 논의의 범주안에는 대체로 문해력과 같은 기초능력이라든가 직업관련 능력, 사회생활능력 등이 포함되고 있다. 성인의 핵심역량 향상을 위한 평생학습체제를 구안하기 위하여 정부는 균형성, 종합성, 다양성 등을 원칙으로 삼아 전략, 제도, 인프라, 기술, 행재정적 지원, 문화, 평가체제 등을 정비 개선해야 한다.
Abstract
Since a issue of adults' life competencies is getting critical from the national human resource development perspective, many advanced countries and global institutions, such as UNESCO or OECD, have researched the issue in various ways. In Korea, there are mainly three different approaches to key competencies: adults' literacy; fundamental vocational ability; and life competencies or life skills. Even though the focus of those approaches is not same, all of them discuss three common areas, including basic skills, vocational ability, and social skills. In order to build an effective system to enhance adults' key competencies, the Korean government should have explicit disciplines. Those are a balance, comprehensiveness, and diversity. That is, the actions to enhance adults’ key competencies at the governmental level, such as strategy, system, infra, technology, administrative/financial support, culture, and evaluation, should be organized and designed based on these three disciplines.
