본 논문에서는 IoT 시대를 맞이하여 고려해야 할 이슈들을 경쟁 및 규제정책을 중심으로 고찰하였다. IoT의 발전을 위해서는 가치사슬의 다양한 수평적, 수직적 연결이 필요하고 이를 위해서는 표준화의 촉진과 함께 최적의 정보보호 수준을 달성하는 일이 특히 중요하다. 한편 트래픽 수요의 확대 및 플랫폼의 중요성 확대와 더불어 망중립성 및 플랫폼 중립성에 대한 논란도 재부상할 가능성이 높다. 한편 IoT 환경에서는 네트워크 효과와 규모의 경제로 인해 지배적 독점사업자의 출현 가능성이 있지만 시장의 동태적 혁신성으로 인하여 시장지배력 판단을 비롯한 경쟁정책 적용이쉽지 않음도 고려해야 한다. 본 논문에서는 이러한 각각의 이슈들에 대하여 자세히 살펴보고 IoT의 특성에 기반하여관련 이슈들이 어떻게 전개될 것인 지에 대해 전망과 대응방향을 제시하였다.
Abstract
This paper considers competitive and regulatory policy issues in the era of the Internet of Things(IoT). TheIoT requires various interconnections across the horizontal and vertical value chains, which makes it crucial topromote standardization as well as the optimal level of security. On the other hand, net neutrality and platformneutrality issues would likely to resurface with the increase of traffic demand and the importance of platforms. On the other hand, market dominant monopolies may emerge due to network effects and economies of scale, butthe dynamism in the market makes it hard for competition authorities to choose right mix of policies. This paperscrutinizes each of these issues, predicts how they are likely to unfold, and suggests relevant policy directions.
