경계선지능 자립준비 청소년의 자립지원 과정에서 나타나는 한계와 대안: 청소년보호체계를 중심으로

본 연구는 청소년보호체계에서 경계선지능 자립준비 청소년의 자립지원 과정에서 나타나는 서비스의 한계를 발견하고, 대안을 모색하고자 시도되었다. 최근 본격적으로 가정밖청소년들의 자립지원에 관한 논의가 확대되고 있지만, 대부분 아동보호체계를 중심으로 이루어지고 있다. 이에 본 연구는 청소년 쉼터와 청소년자립지원관에서 자립준비를하는 청소년 중 경계선지능 자립지원 청소년에 초점을 두었다. 선행 연구들은 자립준비의 실제적인 지원이 강화될 필요를 주장하지만, 이들 논의는 일반 청소년들에게 초점을두고 이루어지고 있다. 이에 본 연구는 청소년보호체계에서 경계선지능 청소년에게 자립지원 서비스를 제공한경험이 있는 실무자 16명을 모집하고, 초점집단면접을 수행했다. 그 결과 5개의 대주제와 11개의 하위주제가 선정되었다. 도출된 대주제는 다음과 같다. 첫째, 경계선지능은자립지원 서비스 과정에서 고려하기 어려움, 둘째, 경계선지능 청소년을 위한 자립지원체계 확립이 필요, 셋째, 독립된 주거로 자립이행의 기반을 만들지만, 과거로 되돌아옴넷째, 단기적 접근이 갖는 한계와 마지막으로 경계선지능 청소년의 성공적 자립이행을위한 조건이다. 이와 같은 연구 결과를 통해서 본 연구는 청소년보호체계의 자립지원체계 강화의 필요성과 함께, 경계선지능 청소년의 이해를 도울 수 있는 자립준비도 척도와 매뉴얼이 마련될 필요를 제언했다.
Abstract
Compared to general adolescents within the child welfare system, adolescents with borderline intellectual functioning do not get much social attention regarding the services tailored to support their independent living. This qualitative study, thus, aimed to explore existing programs designed to support independent living of adolescents with borderline intellectual functioning, identify limitations of the programs, if any, in the process of preparing adolescents for independent living, and suggest strategies to overcome the limitations. A total of 16 counseling practitioners working in youth welfare facilities participated in focus group interviews. From the interview data, five main themes and 11 sub-themes emerged as follows: "the difficulty of considering borderline intellectual functioning when implementing and providing programs," "the need to establish support systems for adolescents with borderline intellectual functioning," "housing is not enough for independent living," "limitations of short-term approaches," and "prerequisites to successful independent living." Based on the findings, the study suggested the importance of advancing existing programs and support systems for adolescents with borderline intellectual functioning and the need of creating a manual for programs and services, as well as instruments to evaluate readiness for independent living.
