경계선 지능 청년의 사회적 자립을 위한 정책적 지원 방안 연구

학령기 이후의 경계선 지능 청년들은 취약한 사회 안전망과 정책적 지원 하에서 자립을 위한 많은 어려움을 겪고 있다. 이에 본 연구는 경계선 지능 청년들이 대학 진학, 취업, 사회 적응 등 사회적 자립을 위한 여러 가지의 발달 과업을 이행하며 겪게 되는 경험과 이에 따르는 어려움에 대해 깊이 있게 탐색해 보고, 이에 대한 정책적 지원 방안을 제시하고자 한다. 이를 위해 20명의 경계선 지능 청년과 2명의 부모를 대상으로 심층 인터뷰를 시행하였다. 많은 경계선 지능 청년들이 대학에 진학하나, 대학 생활에 순조롭게 적응하지 못해 이에 따른 심리적 압박을 매우 크게 느끼고 있었다. 취업을 준비하며 면접 전형에서 반복적인 탈락을 경험하고, 취업 후에도 많은 참여자들이 비자발적 이직을 반복적으로 경험하는 것으로 나타났다. 또한 참여자들은 사회적 관계를 맺고 유지하는 데 큰 어려움을 겪는다고 밝혔다. 이러한 어려움들에도 불구하고 참여자들은 경계선 지능인을 위한 국가적 차원의 정책이나 지원 체계가 전무하다는 인식을 공유하였다. 이에 따라 본 연구는 성인기 경계선 지능인을 위한 다양한 맞춤 지원 정책, 대학 내에서의 지원 시스템 마련, 취업 및 고용 유지 지원 방안, 관련 법과 조례 정비 등의 정책적 지원 방안을 제시하고자 한다.
Abstract
Borderline Intellectual Functioning (BIF) youth face significant challenges in achieving independence during post-schooling years due to a vulnerable social safety net and insufficient policy support. This study aims to deeply explore the experiences and accompanying difficulties that BIF youth encounter as they navigate various developmental tasks for social independence, such as university adaptation, employment, and social relationship. Furthermore, it proposes policy support measures to address these challenges. For this purpose, in-depth interviews were conducted with 20 BIF youth and 2 parents. The findings reveal that while many BIF youth pursue higher education, they experience significant psychological pressure due to difficulties in adapting to university life. During job searches, many reported repeated failures in interviews, and even after gaining employment, a substantial number experienced frequent involuntary job changes. Participants also indicated significant struggles in forming and maintaining social relationships. Despite these difficulties, participants shared a common perception that national-level policies or support systems for BIF individuals are virtually nonexistent. Accordingly, this study proposes policy support measures, including diverse tailored support policies for adult BIF individuals, the establishment of support systems within universities, strategies for employment and job retention, and the revision of relevant laws and ordinances.
