북한의 핵계획 시인이 커다란 안보상 문제로 비화되어 있다. 북한의 제반 정황을 고려할 경우 이는 무엇보다 대미 협상을 위한 것으로 이해되나, 아직 의혹투성이인 핵개발 사실을 전격 시인했음에도 불구하고 후속 조치가 뒤따르지 않아 문제가 증폭되고 있다. 북한을 ‘악의 축’ 국가로까지 규정한 미국이 현재 이라크 사태에 휘말려 적극적인 대응을 하지 않고 있는 상황이지만, 상황이 계속 악화될 경우 또다른 한반도 핵위기로의 비화 가능성을 완전히 배제하기 곤란한 상황이다. 북한 핵 파문의 조기 수습을 위해서는 우선 협상 진입을 통해 문제 해결을 수순을 밟는 것이 중요하다. 북․미 양국이 모두 상대방에게 ‘선결조치’를 요구하고 있는 상황에서 그와 같은 선결조치가 사실 협상을 통해 완성될 수밖에 없다는 점, 또 북한의 경우 조금씩 유화적 태도의 가능성도 엿보이고 있다는 점에서 문제 해결의 가능성이 전혀 없는 것은 아니다. 문제를 만들어낸 장본인으로서 북한이 ‘결자해지’(結者解之)하는 적극성을 보여야 할 때이며, 미국과 국제사회는 이를 수용할 수 있는 장치를 만들어내어야 할 것이다. 북․미간 포괄협상이 매우 어려울 것으로 예상되는 상황에서 북한 핵 문제의 해결을 위한 협상은 이와 분리해서 추진해야 하며, 당장의 위기 해소뿐 아니라 중장기적 문제 해결 과정에서 남북대화와 국제 협조는 지속적으로 추구되어야 한다.
Abstract
North Korea's admission that it is secretly operating nuclear arms development programme has become a major security problem. Although it is understood it was aimed at negotiating with the US when considering circumstances surrounding North Korea at present, the problem is being aggravated as there has not been any follow-up measure after the admission of nuclear development programme. The US who labeled North Korea as one of the "axis of evil" has not responded with any substantial measure as it is more occupied with matters on Iraq, the possibility of another nuclear crisis in Korean Peninsula can not be absolutely ruled out if the circumstances gets undermined. It is important to approach to deal with the problem by negotiation. As the US and the North Korea are demanding preconditions each other, which eventually can be materialized by negotiation and with the North's gradual conciliatory attitude, one cannot be too pessimistic on the solution of the issue. It is time for North Korea to show sincere attitude to solve the problem as the very one who created the problem. In addition, the US and the international society should create mechanism to embrace the North's move. Since the possibility of settling down US-North Korea package deal seems to be very low, the negotiation for the nuclear issue has to be dealt with separately, and the inter-Korean dialogue and international cooperation for long and mid term.
