동북아시아에서 그동안 계속돼온 불신과 갈등의 정체성을 신뢰와 협력의 정체성으로 변화시키기 위해 우선적으로 필요한 것은 서로 다르게 해석되고 있는 ‘역사․문화’적 맥락을 함께 공유하면서 서로의 규범(norm)과 정체성(identity)을 재구성하려는 노력이다.이러한 현실적 필요성에 기초하여 본 논문은 지구화시대 동북아시아 지역정체성의 구성을 실질화하기 위한 대안적 패러다임으로서 ‘구성주의’(constructivism)와 ‘글로벌 거버넌스’(globalgovernance)에서 강조하는 ‘규범과 정체성에 대한 상호작용과 인식’의 중요성을 강조하고,이것을 기초로 동북아시아 주변국의 상호인식의 현황을 경험적으로 살펴보는가운데 그 해법의 실마리를 탐색하는 것을 목적으로 한다.이를 위해 국제정치이론에서 ‘물리적 힘’(power)과 ‘국가이익’(stateinterest)을 중심으로 국제관계를보려고 했던 주류 패러다임인 ‘신현실주의’(newrealism)와 ‘신자유주의적 제도주의’(neoliberalinstitutionalism)를 비판하고 나온 ‘구성주의’패러다임이 강조하고 있는 주요 가정과 개념들을 살펴본다.
Abstract
Above all, Northeast Asia need to try to restructure other norms and identity having been interpreted differently the context of ‘history․culture’,while never shared with and to transform the identity of distrust and conflict into a little more trust and cooperation having been still. Based on the actual needs, this paper emphasis of the importance of the ‘norms and identity,interaction and recognition’ having been highlighted in Constructivism and Global Governance as a alternative paradigm for restructuring the real identity of the Northeast Asian region in Globalization Age. and on the basis of this, this paper will aim to search for clues to the solution of the identity of distrust and conflict, while to examine the experience and the status of mutual recognition between six countries around the peninsula in Northeast Asia. To this end in this paper, I’ll emphasize the paradigm of constructivism, and examines the key assumptions and concepts of it as alternative having been proposed, while having criticized to come out new realism and neoliberal institutionalism as main stream of international politics theory.
