남북관계의 이론적 탐색: 존재론적 안보와 경합적 공존을 중심으로

본 연구는 비판적 구성주의적 관점에서 존재론적 안보(ontological security)라는 틀을 통해 남북관계를 이론적으로 고찰하려는 시도이다. 사회학적 개념에서 연유한 존재론적 안보는 주관적 자아정체성에 대한 안보로서, 국가의경우 일상의 반복과 학습을 통해 예측 가능한 기초신뢰체계를 구축하고, 전기적 서사(biographical narratives)라는 수단을 통해 정체성을 유지해나간다는 전제에 입각한다. 이러한 관점에서, 남북관계의 본질은 각기 존재의 정당성을 위해 서로가 적대·경쟁 또는 타협의 서사를 구축하며 벌이는 ‘주권게임’이라 할 수 있다. 존재론적 안보 관점에서 데탕트는 반미반제국주의와 반공의 서사를 바탕으로 정체성의 경쟁을 해 온 남북한 모두에게존재론적 위기인 동시에 기회를 가져왔고, 2018년 초 “평창 임시 평화체제”의 굴곡 또한 근본적으로 ‘핵보유 정상국가’ 정체성을 추구했던 북한의존재론적 불안에서 야기된 것으로 해석 가능하다. 한편, 존재론적 안보는남북관계의 과거·현재에 대한 해석을 넘어 미래적 상상력을 제공할 수있는 경합적 공존(agonistic coexistence)이라는 개념으로의 확장성을 보여 준다.
Abstract
This study attempts to theoretically explore the inter-Korean relations through the critical constructivist framework of ontological security (OS). OS is derived from social psychology’s concept of security of the self, “the subjective sense of who one is.” For a state, it is based on the premise of establishing a predictable basic trust system through daily routines with significant others, but also maintaining the state self-identity through means of biographical narratives. From this OS point of view, the essence of inter-Korean relations can be explained as a “Sovereignty Game” played for its legitimacy with constructing narratives of competition and compromise. For instance, détente meant both an ontological crisis and an opportunity to both North and South Korea, which have competed for identity based on anti-American Imperialism and anti-communist narratives, respectively. In addition, one can interpret the bending of the “Pyeongchang Provisional Peace Regime” in early 2018 as being was caused by ontological insecurity in North Korea, which has pursued the identity of being a ‘normal state with nuclear weapons’. On the other hand, OS extends to the concept of ‘agonistic coexistence’ based on ‘agonism’, which can provide an imaginative look at the future of inter-Korean relations.
