이 논문의 연구문제는 정보기술에 대한 거버넌스(governance: 정치적 관리방식)의 변화가 국가경쟁력 차원에서 정보기술의 개발과 확산에 어떤 영향을 미쳤는가를 비교국가 시각에서 한국과 미국을 중심으로 설명하는 것이다. 또한 이 글은 한국의 경우에 IT개발-확산의 거버넌스가 앞으로 어떤 방향과 방식으로 설계되고 정착되어야 하는가를 제시할 것이다. 기술 개발과 확산에 대한 거버넌스는 정책연합을 구성하는 정치경제 집단들이 특정한 정책사고(policy ideas 혹은 governing ideas)와 전략을 가지고 이에 따른 제도적 장치를 설립하여 관련 주체들의 이해관계와 권력관계를 조정하여 기술을 개발하고 확산시키는 관리방식이다. 경쟁국가로서의 새로운 국가역할이 정보기술의 개발과 확산을 관리하는 방식에 중요한 영향을 미친다. ‘발전국가’로서 한국의 국가역할과 ‘규제(조절)국가’로서 미국의 국가역할은 상당히 대조적인 정책사고, 추진전략, 제도적 여건 하에서 다르게 나타났고, 또한 이러한 새로운 국가역할들은 한국과 미국에서 IT 발전과 확산의 방식을 차별화시켰다.
Abstract
This study will explain how and to what extent the types of governance (political management) both in Korea and the United States have affected their IT development and diffusion from the perspective of national competitiveness. In addition, this article will suggest how the governance of IT development and diffusion in Korea should be designed, changed, and established in the future. The governance of IT development and diffusion is a way of management, which is composed of institutional arrangements on the basis of policy ideas and strategies. Here, groups of policy coalition form and coordinate concerned actors of IT in institutional change. New roles of the state as a 'competitive state' have had a great influence on the management of IT development and diffusion. The new roles of the state both as a 'developmental state' in Korea and as a 'regulatory state' in the United States differentiated their IT governances of IT in terms of policy ideas, strategies, and institutional arrangements.
