인터넷 거버넌스(Internet Governance) 논의가 국제 정치적으로 매우 뜨겁게 달아오르고 있다. 현재 이 사안에 대해 미국, 중국, 러시아 등 강대국들 간의 정치적 힘겨루기가 벌어지고 있다. 인터넷의 경제 및 사회적인 영향력이 증대함에 따라국가의 미래와 안위가 인터넷에 달려 있다고 해도 과언이 아니기 때문이다. 그만큼 인터넷 거버넌스 논의는 국제 정치적갈등을 생산하고 있다. 그러면서도 거버넌스 적인 측면에서새로운 패러다임을 제시하고 있다. 우리나라는 20세기 후반에 들어 변화하는 세계적 패러다임에 능동적으로 적응하여 IT 산업을 발전시켜왔다. 세계적인통신 산업의 경쟁물결, WTO체제의 시장개방 압력 등에 잘 적응하며 산업을 키워왔다. 이제는 인터넷 거버넌스라는 국제적패러다임 변화에 적응할 시기이다. 이에 본고는 국제적으로 논의되고 있는 인터넷 거버넌스논란의 동향을 분석하고 있다. 이와 함께 향후 주요 관점을 정리하고, 우리 앞에 놓인 과제를 추출하여 정리하고 있다.
Abstract
Internet Governance puts up a hot debate in the arena of international politics. Big countries arehaving contest of strength. It is because the Internet is increasing the impact to society and promisingthe future of industry. So much, it is producing controversies among countries. However, we cannotdeny that the Internet Governance is showing us a new paradigm change in public policy related tothe Internet. Korea is being recognized as a world class IT nation. That is benefited from the successfuladjustment to the paradigm change of global competition and financial openning by WTO during thelater part of 20th century. Now Korea has to adapt itself to a new paradigm challenge, Internet Governance. The paper isdiscussing the trends regarding the global Internet Governance debate. And it tries to find out the viewpoints and tasks for Korea.
