정보화가 행정적 거버넌스에 미치는 영향: 다국가 비교 분석

초록

본 논문은 정부혁신의 수단으로 1990년대부터 도입된 ‘정보화가 행정적 거버넌스에 영향을 미치는가?’라는 연구 질문 하에, ‘정보화의 어떠한 요소가 행정적 거버넌스의 어떠한 차원에 영향을 미치는가’를 多국가 비교를 통해 실증 분석하였다. 분석 결과, 행정적 거버넌스에는 ICT 활용이 긍정적인 영향을 미치며 행정적 거버넌스의 하위 차원인 정부효과성에는 행정정보화 및 전자정부, 그리고 ICT 활용이 긍정적인 영향을 미치는 것으로 나타났다. 또한 규제의 질에는 ICT 활용이 긍정적인 영향을 미치는 것으로 나타났다. 이와 같은 결과는 지금까지 전 세계 국가에서 중점을 두고 강조하였던 정부 영역의 정보화 추진만으로는 정부의 질을 제고하는데 한계가 있다는 점을 시사한다. 과거 정보화의 목표가 정보통신기술을 활용하여 정부 영역의 효율성을 높이는 것에 한정되었다면, 이제는 초연결, 개방, 공유, 소통 등 지능정보화 사회 패러다임에 맞추어 그 목표도 산업 영역, 시민의 영역으로 확장되었기 때문에 이러한 정보화 목표의 확장에 맞추어 정보화 정책의 추진 방향도 전환될 필요가 있다.

Abstract

This study aims to examine the degree to which informatization introduced since the 1990s as a means of government innovation is embraced by country and to analyze the effects of informatization on the public administrative governance. Under this aim, this study puts forward a research question, “Does informatization have effects on the public administrative governance?” To give a more precise answer to this question and thoroughly investigate the relationship between informatization and the public administrative governance, this study develops more detailed research questions as well. Along the way, this study analyzes the differences of 190 countries in terms of informatization and the public administrative governance during the period between 2002 and 2014, as well as the effects of the level of informatization on the public administrative governance using pooled cross-sectional time series data.
