탈냉전기 한반도 안보질서 변화에 관한 연구: 남·북·미 전략적 삼각관계를 중심으로

탈냉전기 한반도 안보질서의 주요 당사자를 남한, 북한, 미국이라고 한다면, 각 행위자의 외교정책이나 특정 양자관계가 아니라 이들 사이에서 나타는 삼각관계의 동학 그 자체를 분석수준으로 삼는 것이 현실에 더 부합할 것이다. 그렇다면 남북미 삼각관계는 어떤 유형을 보이며 변화해왔는가? 그 속에서 어떤 변화의 패턴을 발견할 수 있는가, 있다면 어떤 의미가 있는가? 이글은 전략적 삼각관계(strategic triangles) 이론을 이용하여 탈냉전기 한반도 안보질서의 변화를 추적하고 있다. 분석 결과 다음과 같은 점을 발견하였다. 남북미 삼각관계는 대화와 갈등이 불규칙적으로 교차하는 ‘무정형의 패턴’이라 부를 만큼 복잡하게 전개되었다. 구체적으로 한반도의 위기 상황은 남북, 북미 간 깊은 불신이 상호관계에 영향을 미치고, 공통 관심사에 대한 이해관계가 조정되지 못할 때 발생한다는 점을 알 수 있었다. 둘째, 북미관계가 긍정적 방향으로 조성될 경우 북미관계는 남북, 한미 관계와 무관하게 자가발전적인 양상을 나타낼 수 있다는 점이다. 2008년 들어 삼각관계는 새로운 국면에 들어섰다. 2007년의 대화 국면은 대북 포용정책을 비판하고 들어선 남한의 새 정부 등장과 대선국면에 진입하고 있는 미국의 국내정치에 의해 제약을 받을 수 있다. 그래서 북핵문제 해결 전망과 삼각관계의 미래는 유동적이다. 다만, 남북대화가 중단되고 북미대화가 전개되는 현 삼각관계 구도 하에서는 한국의 입장이 주요 변수로 작용할 수 있을 것이다.
Abstract
How has the triangle of North Korea, South Korea and the United States been developed in the period of the post cold-war? Is it possible to find any kind of patterns in the development, and if any, what does it mean? This study is tracing the change of security order on the Korean Peninsula in the post cold-war era, with the theory of the strategic triangle. As the result, the followings were found. The development of relations among North and South Korea and U.S. has been as much complicated as it is called ‘amorphous patterns’, irregular crossing of the dialogue and conflict. The crisis of Korean peninsula occurs when it fails to meet agreements about their different interests, with no the control of their deep distrust between the three concerned parties, on one hand. On the other hand, when there is a favorable mood in the North-U.S. relations, the relations appears the aspect of self-development, regardless of North-South and South-U.S. relations. From 2008, the triangle entered upon a new phase. The dialogue atmosphere of 2007 would be restricted by the rising of the new government in South Korea, criticizing the engagement policy toward the North, and the domestic politics of U.S., entering the campaign of presidential election. The prospect for the solution of the North Korean nuclear issue and the structure of the triangle are fluid. Under the present triangle structure, North and U.S. talks is on going while two Korea's dialogue is suspended, the position of South Korea might be a main variable.
