Abstract
South Korea should accomplish two critical objectives simultaneously: denuclearzing North Korea and improving national security. This paper proposes a dual-track policy as an option to achieve the objectives. The key of the policy is to set the April 17, 2012--when the OPCON is transferred from the United States to South Korea--as the deadline of nuclear negotiations with North Korea and at the same time, to prepare redeployment of U.S. tactical nuclear weapons to the South. If nuclear negotiations do not bear fruit by the deadline, the U.S. will redeploy modest number of tactical nukes as a deterrent until denuclearization of the North is completed at subsequent nuclear disarmament negotiations. From this time, the nature of North Korea's nuclear problem is changed from unilateral disarmament by Pyongyang to mutual disarmament among Pyongyang, Seoul, and Washington.
