북한 핵의 완전 제거까지 다양한 변수와 시일이 걸릴 것이고, 이후에도 핵 강대국에 둘러싸인 한반도 상황을 고려할 때, 미국의 대한국 핵우산 정책에 대한 분석 및 평가가 필요하다. 본문에서는 우선 확장억지의 일환으로서의 핵우산의 개념을 정의한 후, 핵우산과 모순될 수 있는 비확산정책, 실제사용 가능성을 감안해 볼 수 있는 핵전략 측면, 핵우산에 대한 국제사회의 판단과 대한국 핵우산의 근거와 연계된 법･제도적 측면 등을 통해 미국의 대한국 핵우산 정책의 신뢰성 및 안정성을 평가하였다. 그 결과 북한이 핵을 완전히 포기하지 않는 한 미국의 대한국 핵우산 제공은 유효할 것으로 판단하였다. 그러나 한국은 비확산 차원의 대외정책인 소극적 안전보장과 동맹국에 대한 방위 공약상 군사전략의 일환인 핵우산을 분리하여 대응하는 기본원칙을 견지해야 하고, 직면한 북한 핵위협에 대응하여 핵우산을 제도화할 필요가 있으며, 미국과의 기본적인 신뢰관계를 유지하면서 미국의 핵우산 정책의 중장기적 변화에 대비하는 등 일부 보완 조치를 시행할 필요가 있다.
Abstract
Because South Korea has faced the North Korea's nuclear threat for a while and the South also has no plan to be a nuclear power in the future in spite of circumstance of being surrounded by the nuclear powers, it is necessary to evaluate the U.S. nulcear umbrella policy for the South. As a result, the credibility and stability of the U.S nuclear policy for South Korea can be promised for at least near future. However, the ROK needs to reinforce cooperation and credibility with the U.S. in order to prepare the possibility of policy changing. The ROK also needs to develop its own defense system short of being a nuclear power such as having strategic weapons system and participating the missile defense.
