대통령 국정과제 수행 리더십 연구: 박정희․김대중 리더십 비교를 중심으로

본 연구는 개인 리더십과 조직 리더십의 관계를 통하여 국가적 과제를 해결할 수 있는 리더십의 본질을 밝히고자 박정희의 ‘조국 근대화’, 김대중의 ‘민족 평화통일’의 리더십을 비교, 분석하였다. 박정희는 국가적 과제를 경제발전, 민주주의, 조국통일 순으로 두고 강력히 추진한 결과, 한강의 기적을 이루어내어 이 땅에서 가난을 몰아내었고, 김대중은 민주주의와 시장경제의 병행 발전 속에‘민족 평화통일’을 최우선 과제로 선정하여 추진할 결과, 남북정상회담을 실현시키고 민족통일을 향한 꿈을 이루어 가는데 기여하였다. 연구결과 첫째, 개인리더십과 국가 리더십 관계의 연구모형을 제시하였으며 둘째, 지도자의 성품(Be), 의지(Do), 능력(Know)과 국가의 비전(Vision), 가치(Value), 전략(Strategy), 과제(Tasks)라는 객관적 변수를 개발할 수 있었다. 셋째, 개발된 다양한 변수를 활용하여 박정희와 김대중의 리더십을 분석한 결과, 시대상황에 적합한 대통령의 바람직한 리더십이 무엇인지를 규명할 수 있었다.
Abstract
This study aims to show the essence of leadership that can solve the national tasks through the relationship between personal leadership and national leadership, with the comparison of Park, Chung-Hee's national modernization and Kim, Dae-Jung's national peace unification. Park, Chung-Hee won the national trust by unifying and constructing his insight, and political situations as a result of taking strong steps focusing national tasks on national economy development, democracy, and national unification and Kim, Dae-Jung contributed on the realization of the national dream toward national unification and the realization of South-North Korea summit talks as a result of having a positive drive of leadership through choosing national peace unification as national tasks that all seek for democracy and market economy development together. This study involves the following results. First this study suggested the study model of the relationship between personal and national leaderships. Second, this study could developed objective variables that national vision, value, and strategy can lead through leader's personality, willingness, and capacity. Third, this study could investigate what leadership of national leaders is suitable for situations of times from having something in common and differences, as a result of analyzing leaderships through using a variety of developed variables.
