Abstract
This study aims to analyze the leadership styles of past presidents, examine their impacts, and compare the factors that have shaped the evolution of leadership across different eras. Based on this analysis, the study seeks to propose a direction for the leadership qualities that future presidents of South Korea should embody. A diachronic examination of the leadership of South Korea’s past presidents serves as a critical analytical framework for understanding the dynamic trajectory of political development—from the nation-building period through democratic transition to the consolidation of democracy. This historical approach offers methodological value in illuminating the diversity of leadership types that emerged within specific historical contexts and structural constraints, as well as their multifaceted political implications. The leadership of the Korean president has had a decisive influence on the entire nation, including economic growth, democratic development, social integration, and foreign policy, beyond simple administrative roles. The Republic of Korea has achieved economic growth and democratization simultaneously by overcoming colonial rule, war, and poverty, and presidents of each era have played an important role in the process. In the early days, President Syng-man Rhee laid the foundation for the nation with a strong anti-communist ideology and authoritarian rule, but he also left behind negative legacies such as human rights suppression. During the Park Chung-hee era, a developmental dictatorship focused on economic growth was implemented, and during the Chun Doo-hwan and Roh Tae-woo eras, economic stability and an improvement in international status were achieved, but democracy suppression continued. After that, the civilian government began in earnest with President Kim Young-sam, and Presidents Kim Dae-jung and Roh Moo-hyun focused on expanding democracy and improving inter-Korean relations. Recent presidents have also demonstrated leadership in response to the challenges of the times, such as economic crises, social polarization, and changes in the international situation. The transformation of presidential leadership in South Korea should not be interpreted through a linear developmental lens. Rather, it must be understood as an evolutionary process shaped by the interplay of multiple factors, including the reconfiguration of state-society relations, shifts in political and economic structures, and the dynamics of international politics. In particular, the leadership characteristics of each administration should be assessed in relation to the alignment between key policy agendas, the demands of the era, and the institutional environment. This remains a scholarly task closely linked to the differentiated stages of democratic development. Ultimately, this study demonstrates that a historical examination of presidential leadership in South Korea holds academic significance as an analytical framework that transcends the traits of individual leaders, offering a comprehensive understanding of the institutional evolution of democracy, shifts in political culture, and the historical development of state governance. This multilayered approach contributes theoretically to comparative political discourse by simultaneously illuminating the particularities and universal dimensions of Korean politics.
