북한의 개발역량 발전을 위한 시론: 남북협력 파트너십으로서 지식공유‧역량발전의 유연성

초록

본 논문은 북한의 개발역량을 지원하기 위하여 국제사회와 한국 정부가 1990년 후반부터 2000년대까지 추진해 온 대북한 지식공유 및 역량발전 프로그램의 기능적 유연성에 천착하고, 북한의 개발역량 강화와 남북협력를 위한 미시적 단초로서 지식공유‧역량발전 사업의 중요성을 강조한다. 특히, 남북협력의 ‘잃어버린 5년’이라 불리는 이명박 정부 대북관계에서도 이러한 구조적인 제약에도 불구하고 대북한 역량발전 프로그램이 지속되었다는 사실에 주목하고 최근까지 지속된 다양한 지식공유‧역량발전 사업의 현황을 소개한다. 정치적으로 남북관계가 고착상태에 빠진 상황에서도 기본적인 관계성을 유지할 수 있도록 최소한의 남북협력 프레임을 제공한다는 점에서 대북한 역량발전 프로그램의 전략적 가치를 타진할 수 있다. 구체적인 논의를 위하여 개발역량발전의 이론적 소개와 지금까지 추진되어 온 대북한 지식공유와 교육훈련 프로그램을 시장경제, 무역분야, 그리고 정보통신(IT) 분야로 나누어 시사점과 한계점을 정리하고 유형화를 도모한다. 마지막으로 통일시대를 대비하는 북한 개발역량강화를 위한 남북한 파트너십을 양 당사국 수준을 넘어서 다자개발은행을 비롯한 국제기구와의 연계를 통한 프로그램으로 확대할 수 있는 전략적 사고를 모색한다.

Abstract

This article sets out to investigate functional and strategic flexibilities of knowledge sharing/capacity building for North Korea, which has been conducted by both international society and South Korean governments since the late 1990s, thereby emphasizing the importance of capacity development as a stepping stone for strengthening DPRK’s ownership for development and inter-Korea cooperation. In particular, it demonstrates strategic and humanitarian aspects of capacity development programs for North Korea, which were implemented even by the Lee Myung Bak government that strictly banned economic and social exchanges with North Korea due to Pyongyang’s attacks to the Cheonan warship and Yeonpyong islands. Capacity development schemes per se create strategic values and political safeguards, in the sense that they at least secure the preventive action for sustaining positive relations between Seoul and Pyongyang, even under the severity of political deadlocks. In so doing, this article aims to introduce theoretical perspectives of capacity development and policy transfers, and categorize capacity development projects as market economies, trade, and IT. It also galvanizes a strategic way of extending the Seoul-Pyongyang development partnerships from bilateral transfers to multilateral cooperation via multilateral development banks.
