아세안에게 2018년은 대내외적으로 환영할 만한 비젼과 진전을 보여준 해이 자, 스스로마련한제도적제약과대외환경의변화덕에아쉬움과걱정을다시 한번 남기고 떠나보낸 해이기도 하다. 이 글은 세 가지 측면에서 2018년 아세안 동향을검토한다. 우선, 2018년한해동안아세안내부협력동향중주목할만 한 사안들을 ‘혁신’과 ‘복원력’이라는 키워드를 중심으로 분석한다. 두 번째로, 북한의 대외관계 변화와 더불어 한반도 정세가 급변하면서, 아세안이 한-아세 안 관계에 어떻게 관여 혹은 지지하고자 했는지 알아보고, 2019년 한-아세안 대화관계 30주년의 화두를 간략히 전망해본다. 마지막으로 ‘남중국해’ 관련 진전 사항과 ‘지역질서’ 재편 가능성을 평가하며 아세안 대외관계 동향을 검토 할 것이다.
Abstract
This paper discusses the developments and challenges within and around ASEAN in 2018. First, it looks at how ASEAN wanted to demonstrate its vision for internal innovation and resilience throughout various efforts on internal integration. Second, it notes ASEAN’s increasing interest in constructive engagement of the Korean peninsula issues as the fozen years of ROK-DPRK and US-DPRK relations have started to melt that year. Lastly, the paper examines international relations around ASEAN analysing the hopes and concerns following the agreement between ASEAN and China on the single draft negotiating text for the Code of Conduct on South China Sea. Related to that, a possibility of changing regional architecture with growing tensions between the US (and its liked minded states) and China is discussed in terms of their impacts on the existing ASEAN-centric regionalism.
