일본의 대한제국 보호국화와 영국의 대한정책 - 영일동맹과 러일전쟁을 중심으로 -

초록

일본의 보호국화 및 강제병합 과정에 있어서 영국의 동향, 특히 영국과 일본의 동맹체제의 연동성은 주목된다. 왜냐하면 제1차 영일동맹(1902)은 일본의 개전외교와 만한 적극책의 단초가 되었고, 제2차 영일동맹(1905)은 한국 조항을 수정하여 일본에게 한국 보호국화의 빌미를 제공하였다. 또한 제3차 영일동맹(1911)은 한국 조항을 삭제하여 일본의 한국병합을 공식적으로 추후 승인하였기 때문이다. 따라서 영일관계와 연계하여 영국의 대한정책을 검토하는 것은 중요하다. 본고에서는 제1차 영일동맹부터 을사늑약까지의 영국의 대한정책을 영일동맹과 러일전쟁을 중심하여 정리해 보았다. 이 일련의 과정을 살펴보면 영국에게는 한반도 문제 처리에 있어서 중국과 한반도의 안정과 평화 및 경제적 이해도 중요하였지만, 그레이트 게임을 전제로 한 영국의 대러시아 지전략과 동아시아의 현지주재 외교관의 대한인식도 중시하였고 이것들이 대한정책에 복합적으로 반영되었다. 따라서 이 시기에 영국의 대한정책은 그레이트 게임, 영일동맹, 영불협상, 제2차 영일동맹, 그리고 1907년의 영러협상으로 이어진 4국앙탕트the Quadruple Entente와 연계하여 거시적이고도 종합적인 검토가 요구된다. 영국의 앙탕트 외교노선은 대영제국이 세계정책의 수행자로서 부딪치는 우려와 유럽협조체제의 구성원으로서의 입장, 그리고 아시아에서 독일, 미국, 일본과 러시아의 새로운 도전에 대처한 방어자적 입장이 반영된 것이었고 러일전쟁 전후의 극동정세의 불균형과 불안정에서 기인된 바가 적지 않았다. 영국의 한반도정책과 일본의 한반도 보호국화에 대한 영국의 입장 또한 이 같은 역사적 맥락과 깊은 연계가 있을 수밖에 없다.

Abstract

In the course of the Japanese forced annexation and protectoration of Korea, the Anglo-Japanese alliance system has been particularly paid attention to historians. The reason why was that the first Anglo-Japanese Alliance(1902) gave an opportunity to take a measure of opening the war diplomacy with Russia and take an aggressive policy toward Manchuria and Korean Peninsula. And the Second Anglo-Japanese Alliance(1905) modifies the provisions that Korea has provided Japan with the opportunity of protectorate. In addition, the Third Anglo-Japanese Alliance(1911) officially deleted the provisions of 2nd alliance treaty related with the Japanese annexation of Korea. It was formally approved illegal acts of Japan lately. Therefore, it is important to reconsider British Far Eastern policy in conjunction with the Anglo-Japanese diplomatic relations. In this article, I was tried to reconstruct British foreign policy toward Korea from the Anglo-Japanese Alliance to the Japanese Protectorate Treaty on korea. For this purpose, I especially focused on the 1st and 2nd Anglo-Japanese Alliance and the Russo-Japanese War. Dealing with the Korean Problem, British government was emphasis on the peace and stability of East Asia and her economic interests of China and Korea, as well as British Geostrategy against Russia’s Far Eastern policy as a premise of the Great Game. In addition, Diplomatic judgement of local diplomats in East Asia was important to think. Such things were reflected in a combination of British diplomacy toward Korea. Also, the British policy toward Korea during that times has deep relationship with the Great Game, 1st and 2nd Anglo-Japanese alliance, the Entente Cordiale(1904) and the Quadruple Entente(1907)that led to the Anglo-Russian Agreements. Therefore, the macro and comprehensive approach is required in. As mentioned above, British diplomacy of Entente was reflected on the concern for the British world politics and the Concert of Europe. In addition, It was reflected on the defensive strategic measures against new challenges of Germany, America, Japan and Russia in East Asia. Also, It was due to the unstability and imbalance of the Far Eastern situation before and after the Russo-Japanese War. It was the Imperial struggle for reestablishing the Sphere of Influence in East Asia. All these measures revealed that the Japanese Protectorate treaty of Korea was influenced by the Interaction of the Quadruple Entente system based on the Anglo-Japanese Alliance and Entente Cordial at this juncture. Therefore, British diplomacy toward Korean Peninsula was bound to parallel with the same position of Japanese protectorate policy toward Korean Empire. Looking under such historical context, both are bound to have a deep connections.
