트럼프 행정부의 군사전략과 정책적 함의: 합동군 능력의 통합성 강화와 다전장영역전투의 수행

트럼프 행정부의 군사전략은 미 합동군 능력의 통합성 강화와 다전장영역전투의 수행으로 규정될 수 있다. 여기에서 전자는 트럼프 행정부의 군사전략이 미 군사력을 운용하는 데 있어서 합동군 군사력의 통합성을 한층 더 강화하는 방향으로 전개되고 있다는 것을 의미한다. 그리고 다전장영역전투 수행을 통해 트럼프 행정부는 제반 전장영역에서 미국이 보유한 군사적 능력을 통합적으로 수렴함으로써 미 군사력의 우위를 창출하려는 노력을 보여주고 있다. 하지만 이러한 노력에도 불구하고 트럼프 행정부의 군사전략은 미 합동군 능력의 통합성의 수준과 동맹전략 차원에서 비판적으로 평가될 수 있다. 한국은 트럼프 행정부 군사전략에 대한 분석이 제시하는 정책적 함의들을 식별하고 이를 바탕으로 구체적인 대응전략을 수립해야 할 것이다.
Abstract
This paper mainly argues that the Trump Administration's military strategy is characterized into the following two dimensions: strengthening the integrity of the US joint military capability and fulfillment of the Multi-Domain Battle. On the one hand, the Trump administration's military strategy has made efforts to establish such integrity of the US joint forces to better access operational environment and to better maneuver the U.S. forces under the situation of anti-access/area-denial strategic environment. On the other hand, the notion of the Multi-Domain Battle comes to be the main rationale on how the U.S. forces should be formulated. After analyzing these two characteristics, this paper evaluates the current U.S. military strategy in terms of the integrity of military forces and the U.S. alliance strategy. The concluding part suggests policy implication of the U.S. miliary strategy.
