본 논문은 2021년 5월 한미 정상회담에서 합의한 한미 미사일 지침 해제와 아르테미스 약정(Artemis accords) 체결에 따른 한미 우주협력에 방안에 대한 연구이다. 미국은 한국이 유인 달 탐사 계획인 아르테미스 약정에 참여함으로써 한국의 우주력을 활용하고 중국의 우주굴기를 공동으로 대응하려고 하고 있다. 바이든 정부는 중국과의 경쟁에서 동맹국과의 협력을 통해 강력한 대응력을 결집시키고 있다. 한국은 한미 미사일 지침으로 인해 한국 고유의 탄도미사일 개발과 우주발사체 개발이 제한을 받았으나 미사일 지침 해제를 계기로 한국의 탄도미사일 능력과 우주력을 한층 높임으로써 북한과 주변국의 미사일 위협에 능동적으로 대응하고 한국의 군사력과 우주과학기술을 발전시킬 수 있을 것이다.
Abstract
This paper is a study on the South Korea-U.S. space cooperation following the lifting of the South Korea-U.S. missile guidelines and strengthening the signing of the Artemis Agreement agreed upon at the April 2021 summit. The U.S. is trying to utilize South Korea's space capabilities and jointly respond to China's space rise by participating in the Artemis Accords, a manned lunar exploration plan. The Biden administration is consolidating its strong responsiveness by jointly responding to competition with China through cooperation with allies. South Korea has been restricted from developing its own ballistic missiles and space launch vehicle due to the missile guidelines, but the lifting of the guidelines will further enhance South Korea's ballistic missile capabilities and space capabilities to proactively respond to missile threats from North Korea and neighboring countries.
