중국의 우주군사력 발전에 관한 연구

초록

이 글은 최근 들어 급격히 증대되고 있는 중국의 우주군사력 발전 현황 및 파급영향에 대해 살펴보고 있다. 중국은 21세기 국가안보와 세계패권 장악의 관건은 우주에 대한 통제권을 장악하는 것으로 보고 있다. 이에 따라 중국은 반위성무기(ASAT)를 비롯한 우주무기체계, 위성합법시스템(GNSS)을 비롯한 위치정보시스템구축, 우주군(天軍)의 창설 등 우주군사력 증강에 힘쓰고 있다. 또한 중국은 우주전쟁 수행을 위한 우주군사전략에 관한 논의도 활발히 진행하고 있다. 향후 세계대국(global power)을 향한 중국의 열망이 지속되는 한 우주군사력 발전에 대한 관심은 더욱 고조될 수밖에 없을 것이다. 그러나 중국의 우주군사대국으로의 발전은 주요 강대국들의 안보불안과 우주경쟁을 자극하는 요소로 작용하고 있다. 우리나라 역시 미래의 우주군사화에 대비하기위해 국방부와 합참에 우주관련 전문부서와 조직을 신설하고 중장기적 차원에서 우주전력기반시스템을 구축할 필요가 제기된다.

Abstract

This article seeks to analyse the effects and implications of China's military space power development. The China's official policy is to support the exploitation of space for economic, scientific, and cultural benefits while firmly opposing any militarization of space. However China's leaders have regarded military space power development as a tool to accomplish military modernization and reach great power status. Therefore, China trying to develop a space weapons including ASAT, independent Global Positioning System(GPS), space army, space military strategy and so on. The major implication of China's military space power development is that the U.S. can no longer regard the military space as an "American lake". Because China does not need to reach parity military space power with the United States to harm U.S. interests in space. It is imperative for China to pursue military space power and that will be stimulate the space race between U.S. and China in the future.
