Abstract
North Korea has been pressed by the United States on the issues of North Korean human rights and counterfeit American currency. These issues are so different from the nuclear threat that is most serious to the other countries in the Northeast area as well as the United States. However, while human rights issue may be highly threatening to North Korean regime or political system, counterfeit can weaken the leadership of the United States in the global economic order. The Bush Administration put human rights top on a list of significant diplomatic agendas, signing the North Korean Human Rights Act of 2004. On the other hand, counterfeit American currency printed by the North Korean government brought about the financial sanction by the United States that ordered American banks to cut off relations with the Macao Bank, Banco Delta Asia in 2005. Two issues have different strategic implications. First, human rights can be an instrument of U.S. foreign policy that deteriorates the North Korean regime whereas counterfeit does not. Second, the America's reprisal to North Korea's counterfeit is supported by other countries because counterfeiting is clearly illegal and risks its national interests, but the norm of human rights is not consistently accepted among nations and less institutionalized. Third, in the process of the financial sanction the United States found an effective tool to curb the North Korea's provocative actions. On the contrary, North Korea may envision even more high-profile actions of the United States that demands North Korea to abide fully by the international human rights regimes
