대만문제와 북핵문제를 둘러싼 중미관계: 동북아 안보위기의 협력적 관리

중국과 미국은 대만문제와 북핵문제로 동북아 안보위기가 고조되지 않도록 하는데 상호 협력 필요성을 갖고 있다. 동북아 안보위기를 해소하고 현상을 안정적으로 관리하는데 중·미의 이해관계가 점차 합치되고 있다. 경제적 상호의존도가 증대되고 반테러·환경·보건 등 비전통적 안보위협 대처과정에서 긴밀히 협력하는 등 양자관계가 발전됨에 따라, 중·미는 상대방을 ‘책임 있는 이익상관자’(responsible stakeholder)로 인식하고 대만문제와 북한문제와 같은 지역 현안에 대해 깊이 있는 협의를 진행하고 있다. 이 글은 동북아의 안보위협 요인으로 부각되고 있는 대만문제와 북핵문제 해결과정에서 전개되고 있는 중·미간의 이해관계를 논의하고, 이들 안보위협 요인을 다루는 과정에서 중·미가 상대방에게 협력을 요구하게 된 배경 그리고 양국 관계에서 나타나고 있는 협력과 갈등의 양태를 분석하였다. 아울러 중·미가 대만문제와 북핵문제 나아가 북한문제를 연계하여 처리할 가능성을 분석·전망하였다.
Abstract
China and United States have strong necessity of cooperation in order not to deterioate Northeast Asia security environment resulting from Taiwan independence and North Korea nuclear issue. As the economic interdependence and mutual cooperation on new security issues such as anti-terrorism, environment protection, health care and drug traffic control, etc. have become incresing, the two countries regard the other as a ‘responsible stakeholder’ and make in depth consultation on regional security issues. This article analyzed U.S.-China's common interests on Taiwan and North Korea nuclear crisis of the two most critical regional issues and the reasons why the two countries demand joint efforts to solve them peacefully. Also, the author examined the collaborations and conflicts between the two countries surrounding Taiwan and North Korea issue. One of the key purposes of this article is to prospect the possibilities that China and U.S. would find a connected solution of Taiwan issue with North Korea's.
