신냉전 질서의 등장 가능성과 한계: 그루지야 전쟁을 중심으로

초록

이 글은 '고전적' 분석틀인 국익 개념을 이용하여 그루지야 전쟁을 계기로 신냉전 질서의 탄생 가능성과 한계를 추론해 보는데 그 목적이 있다. 그루지야 전쟁은 미국의 NATO 및 MD 확대를 동반한 대 러시아 포위 전략과 모라토리움을 극복하고 불균등 성장한 러시아가 이를 벗어나기 위한 극복 전략이 맞부딪힌 사건이다. 이 전쟁을 촉발사건으로 하여 미국-러시아 간에는 신냉전의 질서가 수립될 수도 있다. 그러나 신냉전 질서 속에서 두 국가가 획득할 수 있는 이익은 별로 없고 잃을 것은 너무나 많다. 따라서 그루지야 전쟁 이후의 새로운 질서는 냉전 질서로의 회귀나 빙하시대의 도래보다는 오히려 탈냉전의 질서 속에서 일방주의가 완화되고 협력이 강조되는 다자주의 질서로의 이행이 기대된다. 양국의 고위 지도자들이 절제된 언행을 보여주는 것이 이런 질서로의 기대감을 가지게 한다.

Abstract

The purpose of the article is to infer the possibility and limitation of the New Cold-War Order from the concept of national interest, a kind of classical frame work, with the Georgian war as a momentum. The war was the accident between the USA's enclave strategy against Russia and the Russia's overcoming strategy. The New Cold-War Order can be established taking this opportunity between USA and the Russia. Two nations, however, can have something little to be gained but something much to be lost in the New Cold-War Order. This is the reason why the multilateral order is more expected than the unilateral one. The cautious speeches and actions of the leaders in two countries after the war show the expectation.
