Abstract
It is unlikely that the international order would retreat into a “second” Cold War in the future. From the standpoint of major powers, including the United States, the new Cold War has more losses than gains. The trilateral relationship between the US, China, and Russia, in which their interests overlap, is also not simple enough to clearly divide into two camps. In addition, the international society has been already highly interdependent economically and politically and has many areas to cooperate with each others, such as climate and epidemic issues. The so-far friendly relationship between China and Russia is not likely to become a single bloc against the United States, as each other has different interests and goals. Furthermore, it is clearly that the new Cold War is not what the United States want. Rather, to curb China and Russia’s challenges and chases is much important for the United States. Therefore, it is highly likely that the future would be an era of “selective cooperation” in which each country competes and cooperates at the same time, rather than a “new Cold War” in which the world is divided into two blocks. The upcoming era of “selective cooperation” could be a more complicated time copmpared to the period of the Cold War which we could easily identify who is our side and who is the enemy. It can be a more complex international order than the era of free trade when the market decided many things on its own. In order to deal with the new era, it is important to establish what values, goals, and strategies Korea should pursue. Without a rudder, the era of selective cooperation might be a nightmare.
