Abstract
This paper aims to answer questions, what is the logic of the NATO enlargement? And how Russia responds to the expansion? To examine Russia's response in more detail, this paper investigates the perception and attitude of Russian elites and citizens. From the Russian viewpoint, the NATO enlargement is regarded as the expansion of Western European defense area to the East. This provoked Russia and led eventually to Georgian War in 2008. The investigation into the elites' perception toward NATO enlargement shows that there are three elite groups in Russia, namely, the hostile, the friendly, and the pragmatic group. According to a survey, the NATO friendly group, which was the mainstream in the 1990s, has been replaced by the pragmatic group, which has hostile sentiments and at the same time cooperative attitude toward NATO. The Russian public also support this kind of elites' behavior. The results of this paper imply that no more NATO enlargement will be expected in the near future. This is especially because Russia vehemently opposes it as the Georgian War shows. In addition, it is because the U.S. needs Russia's aids in Afghanistan War.
